The killing of Lexi is shocking. Damon was about to be discovered by the sheriff, she would have start to look into people that walk in daylight, who came into town in the period the killing started, and it wouldn't have take a genius to figure out that Damon and Stefan are vampires. So he used Lexi, which he didn't like, to deflect the attention and gain the sheriff trust. He knew he did something very very bad, that is why he was waiting into Stefan's room, for his reaction. Remember that Damon is much stronger than Stefan, but he let him beat him, he didn't defend himself, he let his brother to steam his rage.
