So Raphtalia obviously is interested in Naofumu romantically, but isn't really sure what to do as she grew up so quick. Filo though I believe loves him but nit truly romantically. Like how a young kid might say their going to marry a certain adult one day. It's more adoration for him. She does say mate but think same as a kid saying "I'll be your wife someday" with only knowing that a married couple are two people who are happy together

Also in the sub Filo refers to Raphtalia as "Raphtalia onee-chan" so she does think of her like a sister.
