That's a great concept, I don't know enough about victorian style clothing to give out any suggestions though. Maybe she tries wearing an actual larger bustle and her butt/hips grow to be big enough to fill it out?

An idea for both ladies might be them both fancying a shy gentleman and "accidentally" bumping their "bustles" against him . . . resulting in him getting sandwiched between their bountiful bums. Or, an amusing idea for MiniGTS with those billowy dresses is to have a "knee high" or "thigh high" companion or lover hiding under the skirts where they or the ladies can have fun with them between their lavishly luscious legs. And if they're being courted, eventually their suitors are gonna want them to "sit on their laps"! ;-3
