During Sony's fiscal recent reporting, the company promised that it would further outline its respective situations and plans with each of its internal silos. According to rumors and some info pieced together from interviews with Mikami and co., Code Veronica was supposed to be RE3, and RE3 was supposed to be a smaller spin-off game. Ultimately they wanted the games on PS1 to have consistent naming, though. RE3 takes place along the events of RE2, and CV is an actual sequel, so it kinda checks out.
