How I see it is that the whole movie was one long nightmare that Nancy had. The ending makes no sense because New Line Cinema wanted it like that to leave it open for a sequel. But basically, Nancy created the Freddy character in her dream and then she turned her back on him to waste its energy. There were clues all through that it was a dream, from Nancy describing a dream that Tina actually had to Glen dying in a way that can't be logically explained. Another clue was Nancy's phone ringing after being disconnected while she was supposedly awake. It was meant to be one long nightmare of Nancy's
