He wasn't holding Valerie, she died during the time V was in a cell beside her, she was writing those messages to V. Evy received the messages from V, not Valerie, as she died years ago. He kept her messages, and gave them to Evy in the same way he received them in his cell beside Valerie. It is explained in the movie but you guys might have missed it! Definitely a movie worth watching another time.
