Ah yes, Gen aka Kamen Rider Rogue. He was played by Kensei Mikami. He has been in a small handful of stuff, but sadly I only ever seen him in Build.

You guys asked a lot of questions, but I will leave most of it for other tokusatsu fans to answer them on the youtube comment section. For the bigger questions, yes Kamen Rider Rogue (and Grease) are from Kamen Rider Build's series. Most seasons had multiple riders, in fact I love the irony that you guys were trying to piece it together while paused on Ryuki's cast photo that shows 13 riders together haha. The time train you see at the beginning where the kid escapes from belonged to Another Den-O. Den-O had a time traveling train and thus the Another Den-O gets his own train. So the train you saw helping the two time mazines get back to the present and the one to take the kid back home to the year 2000 was Den-O's train. As for the movies, Mr. Movies was pretty much right. On average there are at least three films, one during the run of the show which teams up the current rider with the previous (Which is why Build and Zi-O were together so much, this was primarily their team up movie), one after the show ends where the rider faces off against one more bad guy as a kind of epilogue, and the final film is their team-up with the next rider during that rider's run. I really wanted to do the first Generations movie that happened during Ex-Aid's run (The arcade guy) because thats my favorite one of the three and with only featuring 5 riders it really allowed breathing room to see them actually use their abilities including Kamen Rider Drive using his tire chest during his fight.
