For a brief period in 1985 pretty much every boy ages 10-12 went around calling everyone a fargin icehole.

The thing to understand about this one, as opposed to Naked Gun or Airplane, is that it's way more of a parody of a very specific style of classic black and white gangster movies. What appears to a contemporary viewer as wall-to-wall non-sequiturs are actually a ton of extremely specific jokes satirizing extremely specific genre tropes from those films (plus a bunch of actual non-sequiturs that are also in there). It was already kind of hard to detect when it came out in the 80's (hence the middling box office returns). It was even harder to spot when they used to air it constantly on Comedy Central in the 90's (hence why that was the last time it was shown so regularly). And now, it's borderline undetectable unless you happen to have actually gone back and watched a ton of mid-range noir and gangster films from the distant past, for whatever reason. It's still a really fun movie and the cast remains awesome, but I can see why your reaction to it was a bit of an appreciative shrug.
