Frodo and Bilbo were allowed to leave with the Elves for Valinor because they had both carried the Ring. Afterwards Legolas and Gimli also left for it together. It's theorized that Gimli was allowed to go because of his friendship with Legolas, and because of his desire to see Galadriel again, who may have put in a good word for him. Eventually Sam leaves the Shire and goes there himself, having been for a short time a ring-bearer.
