While Italy decided to fight with the Nazis in an attempt to chose the winning side, many Italians rejected the Nazi agenda and this song was sung to protest Nazi occupation. Hi Stephan, that is the harmony that goes along with the melody. So all those notes are being played along with those chords. If you were to strum it and sing it, you would sing the melody and play those chords.
