SBQ 3.0a WIP (Patreon)

OK this is, usable, however, I do want people to remember this is a WIP if you experience some serious issues, they'll be worked out if they get reported, make sure to supply error logs!

the main change between this, and the normal starbound executable is that the TF effects into other species is actually real now, instead of a trick to make it look like you tfed, and it also won't lag the shit out of the game when you have a bunch of TFed NPCs because TF is real now, check the last posts for more info on why that's so important

I will note, the SBQ added quadruped races are going to look weird! they relied on the status effect for their animations (which is disabled in this version) but once I'm further along the reworks they'll be so much better than they were originally

when we're wrapping up work on 3.0 I'm going to try to write some actual docs for what's been added to the lua and all but until then just, bear with me ha, this is just, a mostly test version, have fun with the tf gun and such, a bunch of other stuff isn't going to work until it's re-implemented

also sorry linux people I didn't get it ready, I should have it for y'all next week
