bug fix (0.39) (Patreon)

Tiny bug fix for Ver 0.39, fixing the tax loop if you fail to pay and fixing no more clients issue if you go over 100 slutfame.

(highres version only, if you're using the lowres version of the game just let me know if you'd like the bugfix update by posting here or in discord and I'll do a quick fix for that one too)
