Hobgoblin Hideout is a Fifth Edition plug-in adventure for four characters with an average party level (APL) of 1, 3, 5, or 8. This document offers a general guideline on scaling the adventure for each level. A band of hobgoblins and other goblinoids reside within an old bandit fortress, creating trouble across the countryside.

Hello. I don't get the elite npc paragraph as there is no difference with stat block in Monster manual. What am i missing here?

Not sure if you had gotten it sorted out yet or not, but some levels call out for goblin scouts and bugbear gladiators and what not, and those use the scout or gladiator stat blocks modified per the directions in the NPC paragraph
