In the very beginning of the visual novel the anime is adapting, it explains that "Steins Gate" is what he refers to as the fate of the universe. I explain it now because the anime doesn't bother explaining it it just assumes you know based on the context of the line. His name is Okabe Rintaro (nicknamed Okarin). Hououin Kyouma is the name of his mad scientist persona. In japanese culture Okabe is a classic case of being a chuunibiyou. It's a persona or facade one puts of themselves to make themselves feel special unique or to just make their boring lives interesting. In Okabe's case, he personifies himself as a mad scientist bent on creating chaos by upsetting the established order of society and is being chased by many organisations out to stop him. Okabe is a very interesting protagonist and his over the top antics can be entertaining for some but annoying for others. Okabe is voiced by the same voice actor of Light Yagami from Death Note. Look forward to your future reactions. Yes, this is the type of show that requires your upmost attention.
