To this day I'm not sure what, if anything, the writers of Sacntuary intended to say. One one hand the refugees are clearly victims that have no malicious intentions, and helping them is the ethical thing to do. The leader even forms a genuine friendhip with Kira. (Or does she?) But on the other the writers made them deliberately off-putting; They are sexist, have disgusting skin and are rude in certain cases. And in end then they act offended because they don't get that specific piece of land they want to settle in, which is kind of ungrateful to say the least. I see no reason to feel sorry of them at all, the bajorans made 100% the right decision.
