Tomalak was seen before in two previous episodes, Season 3 Episode 7 "The Enemy" and Season 3 Episode 10 "The Defector" (I recommend watching them, but then ya gotta move on to DS9 lol), and briefly in the series finale "All Good Things..." Played by Andreas Katsulas, he was the one armed man in "The Fugitive" and also played G'Kar for the series run of "Babylon 5."

TNG Season 3-6 seemed to spit out good episode one after another. This episode is always fun and as said in above comment. Tomalak appears alot.
