The treaty of Algeron was signed between the United Federation of Plants and the Romulan Empire in the beginning of the 24th century. It banned Federation research on and use of cloaking technology - in return the Romulans largely withdrew from interstellar politics and kept a low profile for six decades.

If you liked the MacGuffin in "The Pegasus" you might consider watching season 5, episode 24 "The Next Phase". It is a nice mixture of character and technology driven story, with good special effects, right between the episodes "I Borg" and "The Inner Light". Moreover, you will see Ensign Ro again. Yes, season 5 was on fire. :)
