I think the main redesign for the Cardassians was in the costume and maybe a little around the neck. Overall the makeup was the same.

The Cardassian redesign was making the ridges thinner to make the makeup easier to apply since they will be doing lots of Cardassian makeup for DS9. Troi wearing a uniform was the actresses request. She felt that other outfit was demeaning to the character and I think she was really sick of wearing it. The tone of this episode was also intentional to make DS9 less jarring when it premiered the following week. DS9 can definitely be dark but has lighter episodes as well.
