You might notice... and really you did notice, because you raised the VHS tape... is that this is not a distant future or a dystopia in the true sense. It's just Detroit in an alternative timeline where robotics and cybernetics is much further advanced. The news clips basically set this up. It's an eighties cable news vibe but the actual content refers to things that didn't happen or haven't happened yet, and of course the ads and the drug use and the nuclear fears, including the reference to Regan's Star Wars (a real concept, sadly), all place this in an alternate '80s rather than an actual future Detroit.
