Yeah Rias hasn't done a Rating Game yet, because I think the explenation is basically because she is still in school/is to young. They mentioned something along those lines when Rias talked to the Student Council girl, that they wanted to settel their score with a Rating Game but couldn't. Instead they played Tennis and Dodge Ball. And yeah, it's pretty unfair that Rias has way less Servants. Even if Issei is worth 8 Pieces, he is not as experienced and well trained, since he is new. While Phenex team is experienced and trained. But that's why everyone said that Rias chances of winning are very low. Because everyone knows that it's not a fair match. Also because Phenex is very experiences in Rating Games, with basically no loses (because the only 2 loses he has, he lost on purpose). Can't wait for the next Episode.
