iirc Woltekamui promised to Ultimatia that he will fight unconditionally as soon as someone who uses the Silverine Battle Arts showed up on the battlefield, so he will fight against Ragna no matter what kind of state Ragna is. Ragna had to use the Silverine Battle Arts to stop the self-destructive nuke magic despite of Crimson's warning, and therefore Woltekamui came out for the overtime.

According to the r/anime Reddit thread, the mango had a timer during the final boogaloo of 9s, the time it takes for the teleportation ritual to process the transfer between X & Y co-ordinates. Kamui & Ragna boogaloo apparently happened within those 9s, hence why Ragna is suddenly somewhere else, because that's the point the teleportation actualized. I guess that might be why Starlia is alive, since IDK how magic teleportation works, but I assume that it disassembles you on atomic level & then recombines you on the other side (at least that's how sci-fi teleportation works), so maybe she survived because the teleport "saved" her blueprint to be rebuilt on the other side after dismantling or w/e? I've seen something like that happen in sci-fi series that heavily abuse shit like teleportation etc devices, so it's IMO not something that weird, borderline asspull I guess? Also I'm not sure if you missed it, but it seems (if I understood Crimson's explanation properly) that Kamui is part of TWO Bloodlines. He's on a technicality part of the Clawed Bloodline since the Clawed Monarch doesn't have followers via blood, but via sheer combat nutjob shit (both Humans & Dragons, whoever they take an interest in tutoring/giving a demonic sword to) as a Human, but he's ALSO dragonified by joining the Winged Bloodline by being converted from Human to Dragon by Ultimatia. So dude's basically 200% OP I guess? No wonder mr Chad McThundercock clapped Ragna & all so fucking hard if that's true, what a reveal!
