I don't know if One Piece was the first Anime with weird laughs... I doubt it because there are so many Animes that came before One Piece. But One Piece is probably the Anime with the most weird laughs. Law can basically teleport by switching place with something in his room. So if there is a snowflake, he can teleport to the position where the snowflake is and the snowflake gets to the position he was at. So it's not like he can freely Teleport within his Room. But it's still extremely good.

Technically Smiley IS weak to fire, because it's gas basically, and fire will detonate gas as we know. Of course that doesn't actually make you invulnerable to detonation-type damage either, so it's on you to do a long-range enough attack to avoid detonation damage from igniting gas just like IRL...
