Also not sure if you caught it, the reason the villagers told on the fishmen was because they made a deal with marines to not re-possess koala back as a slave. Celestials are pure evil and the marines have been brainwashed to believe they are gods of justice.

The Thing with the Blood was, HE (Fisher Tiger) can´t forgive Humans, he nows that at least he himself can´t change his hatred and he assumes that most if not all Fishmen of his Generation can´t. That´s why he says the Change needs to happen with the new Generations, like Koala or Fishmen Children. So he can´t bring himself to take their Blood, but he wishes for Change . So remember we learned the origins of the sun mark back during the amazon lily arc. Not all the fishmen pirates with the sun logo were slaves. The sun logo was designed to cover the celestial dragon logos. So you’d never know if a fishman with the mark was truly a former slave or not
