Rule & UMA are different per se, but they are technically the same. UMA are sapient entities, and merely by existing they GENERATE their inherent Rule, so in a sense they are also the same per se. If you kill UMA Galaxy, the existence of the concept of galaxy just snaps out of existence, because the Rule is only sustained by their generating UMA. So for example, if you clapped Move, the movement of things would cease to be a thing (excluding Negators, who are somewhat immune to direct effects of Rules, in addition to being able to negate a specific Rule based on their own inherent trait), so basically non-Negators would be stuck where they are, including both organic & inorganic things (so planes would simply be stuck mid-air for example)

The necktie is capable of translating human languages prior. Shen still remembers Mandarin somehow and talked to Mei with Mandarin but she no longer understand it without the necktie. (Now everyone speaks English in canon, but it's anime so that the primary voiceovers is still Japanese.)
