Based on the design & the line context, I'm quite sure the red dragon form is the Welsh Dragon on the Welsh flag. So I guess Chise got help from its spirit, since something of that huge import should be permeated throughout the ley lines as the Protector of Wales & England as one of its titles is

The white hair dude with the witch is another witch that transformed into a wolf a few episodes ago. They've been working together since the start of S2 part 2. The crow lady at the end is Morrigan. We saw her in S1, when Chise gave her a mistletoe (raindrop fruits and branches) as an offering during Christmas. At the time she was pregnant. Later the daughter helps Chise and says that she's expecting an offering when she becomes 'Mother', which is now. She was also searching for Chise in the last episode.

I didn't want to overexplain, but it's all three of them that make the offering (Chise, Ruth, Elias). Brigid does speak with Ruth, because it's to help him find Chise and Elias. When she says she expects an offering, she means from all three of them. Regardless, she's looking for Chise (the Maiden), probably because of her status as Sleigh Beggy. I haven't read the manga, so if it's different there I wouldn't know.

The Woman that found Chise at the end of the episode is the Winter Goddess who we meet in Season 1 during last years Yule, basically Chise made a contract with her and this year she's come to collect. Last episode she scared Joseph which should tell you something, and last season Elias himself is cautious of her.

I mean even if you think Philomila doesn't have the full picture, last episode Grandma talked to herself about getting the Dad back, and we know she sent her granddaugther to get that book to do so, so you can cannot the dots. I think you don't always appreciate the context that lines are given, Grandma might lie to people, but she probably isn't going to flat out speak and untruth when talking with herself.
