I'll try my best to summarize different factions in this show from what has been shown so far (some names are from the synopsis): Short ver.: NIN is working under the government officials. UN is working independently to overthrow both of them. Sasama stepped down from a high ranked position (mentioned on EP2) in the NIN, but it seems like she stills works with them because she considers the UN as enemies. Kuro (MC) is an operator, and Kato (mailman) is his handler of the NIN. The foreigner and his organization seems to be just an independent group. Long ver.: There are the government, the police, the JSDF working as the officials above the ground, and there is the ninja working underground as the NIN (National Intelligence of Ninja) after losing WW2. Most of the ninjas are operated and lived as common civilians after finishing their training because of their deal with the officials, and then some of the ninjas can't take it no more and they've decided to leave the organization. Those defected ninjas would be hunted as they left, so the defected ninjas formed the UN (Under Ninja) to overthrow the officials and the NIN. The Nagano Military school was a part of the old Imperial Army. The Rear-Enders (Ministry of Health, Labour and Welfare's Rear Support Maneuvers Division 2) as parts of the current officials are descended from the school's power. The Military school used to have two branches: the Futamata school and the Egota school. The Kodan High (where the fighting happens at the current time) is located where Egota school used to be.
