Apparently, I heard in Japan, phones can’t turn off the flash. It’s built in by law to deter upskirts photos on the train and such activities. Whether this is true or not I don’t know, I’ve seen a lot of posts about the sound being unable to be muted as a deterrent but only one about the flash.

Not really. You can’t turn off the sound of a picture being taken, but you can turn off the flash, of course. Otherwise people in Japan couldn’t take normal pictures with their phone 😅
