How did Luffy survive tho? Rubber ISN'T immune to electricity, as it will still MELT FROM THE CONVERSION OF ELECTRICITY INTO THERMAL ENERGY... 60 million volts should be plenty enough to start to melt rubber

Well with One Piece it deliberately takes liberties with certain inconvenient real-life physics rules for the sake of drama or balance; Most Logia Devil Fruits would have been way overpowered and/or impractical if the manga followed the laws of physics faithfully such as Luffy being completely immune to electricity, otherwise Enel would have simply been way too overpowered, it's a way of balancing powers.
