Still she's angry cuz it's not like Touma is older than like 1-2 years from her 14 years of age... Also the reason they are using flip phones, is because the franchise is just that old, so chronologically they are like in some rly early 2010's or so at most, perhaps even in the late 2000's

another point is japan have a longer time with flip phone because they flip phone where more advance misaka is 14 and touma 16 touma is born in january or febuary and misaka in may 2 that mean touma and misaka are 1 year and 3 or 4 month gap betwen they .the last think i want to add it that the wolhe franchise hapen in a short periode ( you could find calendar online but they give name of futur arc so spoiler allert ) even last volume of the still ongoing serie is only few month in the futur

I'm pretty sure the urban legend about the wind turbines is actually connected to Misaka since her electriciy reverses the turbines and thus some crazy stuff is going on.
