It's because the Japanese word for rubber is Gomu. So Gomu Gomu becomes Gum Gum. And that's what the Japanese specifically asked for. A lot of these naming choices weren't made by the English dubbing crews. The choice for One Piece to go to 4Kids was the Japanese too. Toei wanted it to be like Pokemon, so they marketed it to kids. Because that's what it is like in Japan. A lot of the silly choices that were made for the naming choices are on the Japanese end, but the censorship stuff, that's all 100% American tv broadcast bs. Welcome to the land of the pearl clutching households where Sanji had to have a lollipop instead of smoke a cigarette, and the marines had water guns. But that was the 4kids version. FUNimation didn't have to do the mass censorship stuff. There is still some censorship for Toonami, but most of the streaming and blu-ray stuff in uncensored.
