If I recall correctly, there are various families outside of the 10 Master Clans that have at one time or another been part of them. Apparently they can fall out of favor or diminish in power, while another family can rise to take their place. Essentially, the 10 Master Clans aren't static, and membership between families occasionally changes based on changing situations at the time. It's technically possible for a family to become a Master Clan for the first time, or for a former Master Clan to return. Apparently the Yotsubas are far and away the most powerful, but aren't so powerful that the combined Master Clans couldn't defeat them, at least not yet.

Simply put, Tatsuya used his Elemental Sight on Minami Sakurai. With that he is able to see her whole make up (ie composition, possibly DNA as well) with that. He can do the same to machines and objects. See how they work and such. Which is why he's able to restore the building. The only issue there is the amount of information (eg. a huge ass building has a ton of info). Too much and it give Tatsuya a huge mental load. As for Minami, you'll know more about her bloodline in the Reminiscence arc. About what floors the terrorists are on, 34th floor. That is the Basement floors. There are 36 basement floors (underground). When Tatsuya & co. were talking about 30+ floors, they were talking about the underground floors. Thus the reason they jumped out in the first place, they need to get to ground level as quickly as possible to then get into the underground floors. After defeating the bad guys, Tatsuya & co. went down to the lowest floor, 36. Where all the support structure were. Tatsuya is basically a god with his powers toned down just to be on earth.

A bit on the clans. It may contain minimal spoilers, but do have information to help reduce confusion when the anime used clan terms. Might be a bit of info dump. Sorry about it... read it if you wanna know more about the clans. All the clans (10 Master Clans, Numbers, Extras) have numbers in their family names (aka last name). Eg... Yotsuba (四葉) 四 = four 葉 = leave * Doesn't that sound familiar to a certain company name? * * The clan don't reveal themselves. Everyone from that clan actually has a different last name. That's why Tatsuya and Miyuki have to keep secrets, and that's why their last name is not Yotsuba. The only person known publicly from that clan is their head, Maya Yotsuba. Saegusa (七草) 七 = seven 草 = grass Juumonji (十文字) 十 = ten 文字 = words Chiba (千葉) 千 = thousand 葉 = leave Ichijou (一条) 一 = one 条 = (doesn't really have a meaning by itself) Google translate will give a word but really it doesn't do it justice. The 10 Master Clans are the, supposedly, the top 10 most powerful/influential clans in the country. Which was why the Master Clans were unhappy about Masaki Ichijo (s1, 9 School Competition) losing to a no name person. Each clan has their own specialty. Numbers, below the Master Clans. A general term to group all the other magic families/clans doing their own research into a particular magic specialty. But because their results weren't fantastic or outstanding or just not recognised for whatever reason, they don't get to be part of the Master Clans. Extras, as stated in s2. They are fallen families who had done some bad shit, failed spectacularly or did some taboo stuff/research.
