I'm pretty sure the reason why the cop just didn't shoot her was because his diary told her that if her heart stopped, all the bombs would go off. So he didn't want to kill all the kids/teachers in the school.

fun fact: The voice for Deus the god is actually the same as Charles, the Emperor (Lelouch's father) in Code Geass. These stories (characters with various abilities and fight for the top) were quite popular back in those years. if you're confused as to why they didnt just shoot 9th its because she set all the explosives to go off if she died so the cop didnt want to kill her cuz all the kids in the school would of died too. i think you missed the subs where the cops explained that just wanted you to know. hope you keep reacting to the show it just gets crazier and crazier
