what Fussel said her being a priest wont attract much attentation. Find it interesting that the powers are separated from the people meaning that even if they kill the mind the powers can still go off. If her time power goes out of controll it could create a space where time randomly goes back and forth, so killing of the Lost Ones makes sense when they have already 4 locations like that

About your question, I'm guessing it's the type of magic that matters. People use magic her or there, but using a pure concept might be really obvious to magical eyes. Meanwhile, that bubble spell she did, while flashy, isn't really impressive by the standards of people who can use magic, so it's less likely to draw the wrong type of attention.

Also, anime only, so this is just speculation, but doesn't it seem like they already knew each other? Since Akari can use time magic, you know that anime is going to have time nonsense. It's hard to guess what happened, but I'll bet that this isn't the first time Akari is using her powers. She did some massive time rewriting thing that ended with Menou growing up in this world never having known Akari and with Akari forgetting about this world. But both had vague memories of the other. I kind of want the big twist in this anime to be that everything is one massive time loop with the last episode ending where the first episode began, but I doubt that will happen.
