It's called a dust explosion, it needs very fine flamable particles in the air in a enclosed space. That why in modern industries you don't just have smoke detectors, you also have dust detectors. Grain elevators silos, flour mills, wood mills, coal mines are some of things that are suspectible to explosions.

The main reason they put limitations on what he can use is that he goes a little overboard and damages the surrounding areas, If not careful he will cause damage to more than just the Goblins

Saw dust has created huge explosions in mills before and killed lots of people. It's the same principle.
