The skirts are most likely not standard uniform lengths. In fact, girls like to shorten them as much to look good. Strict schools would count it as rule violation and a lot of them would shorten it to a point that they dont get caught.

Generally, skirts are much longer with the shortest being just above the knees (in high school). Japanese do tend to value humility and modesty, even with things such as exposing the shoulders or midriff in public. However, in schools some girls will roll the bands of the skirts to make them shorter to try and appear to have longer legs. Having longer legs is seen as very desirable in Japan, along with having a bigger nose, rounder (and bigger) eyes, and pale complexion.
