I feel like the studio had prepared for more of basic settings for the isekai empire at first, and then they tried to incorporate the "Suicide Squad" into the script without really providing substantial character progressions for the Squad probably because they are established characters outside of this show. The action sequences and the castings may be decided upfront by choice, but then the overall narrative is now both compressed and diluted as the main focus needs to put toward the Suicide Squad yet the narrative is heavily relied on the isekai empire (so they have to be frequently sent back to the empire).
