It's NOT incest. Incest is the act of fucking your siblings, by definition artificial insemination (i.e remove sperm & egg cell from siblings into an incubator unit a la sci-fi) is not equitable in the traditional definition of the term "incest" on a technicality as Tatsuya pointed out. Strictly speaking technically as a Special Officer Tatsuya is about on-par w/ her, but as a specialist he specifically only takes orders from Major Kazama, as per the specifics of the deal between JSDF 101st Independent Magic-Equipped Battalion (although I'm sure they got clearance to go ahead with the deal from far higher up at the top of the entire military or w/e) & Yotsuba Clan. Also strictly speaking Tatsuya ISN'T genetically modified. Only his brain is modified via magic & misc bits, not genetic engineering. Miyuki however is genetically modified as a designer baby (hence why people regardless of sex are like ooh aah when they were looking at Miyuki & Minoru last episode, it was basically foreshadowing I guess you'd call it?)

They called him one sided because he’s only really adept at his decomposition magic and restoration magic. Most other kinds of magic, like what we see Masaki do with the separating the different elements of fuel so it doesn’t combust, or miyukis ice stuff (i.e., changing the state of objects), he’s just so bad to the point that it’s practically unusable. And this is because we know that his mom gave him an “artificial magic calculation area” which allows him to do the usual “magic” albeit with crap specs. It’s like taping a hairdryer to a pan and trying to cook an egg. Yea it’ll work but not very well.
