I think the thing with Sugar is, she has to make a contract to turn people into Toys. So if she get uncoscious, she basically can't keep that contract up, since... well... she isn't conscious. But Luffy or other Paramecia types, it's basically their Body that is changed. Like Luffy, he is rubber. That is not something he has to activate or anything. And the thing in Arlong park, where his body was underwater and they stretched his head up to the surface. Well, he is still rubber. But because of the water he just loses his strenght to move. It doesn't really negates the Devil Fruits ability. But because Devil Fruit users lose strength they are unable to use their powers. Because they are unable to pretty much do anything. But back to sugar, granted, it might be a loophole. Otherwise her power would be way to overpowered if there was no drawback what so ever. And I mean, another Loophole is the fact that sea prism stone is basically like water, but Character are often still able to move while being shackeled with it. Technically I would say that they shouldn't be able to walk... since they have no strength to basically do anything. Like Ace, he had sea prism shackels and walked up like hundreds of steps to the excution platform. So there are some weird exceptions, but welp... it is what it is.
