When Robin got turned into a toy, the character development of Usopp back during Enies lobby also disappeared along with it that's why he cowardly run away that moment. But that's only my opinion.

Bro.. when i saw the scene with Ussop and the Tonttatas for the first time many years ago, i was so mad at Ussop and i thought at that same moment the Tonttatas were really dead with each time they yelled "Pigya" . Ussop may have a better physique and better weapons, but his mentality still that of a coward.. got a long way to achieve his dream of becoming "Brave warrior of the sea".

His courage comes from when his friends are in trouble and robin was not even there in his mind. He only knew these people for less than a day so the fact that he even risked his life at all shows he is way more courageous than most people.
