He meant that they're using the ability to fly as a crutch, rather than doing anything substantial or interesting with their flight. In other words, they feel like just because they're in the air, they always have the advantage, but they don't consider what all they can actually DO in the air to increase that advantage (and avoid getting hit by anti-air attacks).
