Ingrid, from Street Fighter Alpha3 Max. Chose her from the fanart suggestions I have gathered so far.

SFA3 has been my favorite fighting game for the longest time, so I felt very inclined to pick her. Is sad she wasn't in the PSX version I used to play :'3
