Attendance for the 2017 RR here was over 50,000. Why have they reduced the capacity so much?

They opted for a smaller setup and to charge a LOT more than they did in 2017. They will make a much bigger gate using this approach but it does make you wonder why they didn't go for the full setup (they could've priced the floor and lower stuff high and kept the upper decks cheaper).
