Why do cardiff (population of 485,000) instead of london (population of 9.5 million). I get people are travelling but even so, most still would've travelled to london for it and then all the people in london not willing to travel would've gone

The stadium is the second largest in the world with a retractable roof. Next door to the central station and has hundreds of bars and restaurants outside. London doesn't have that.

The Millennium Stadium has a roof. Anywhere in London that size is open to the weather. Running in September with no roof in the UK is asking for trouble.
