No spoilers, just discussing what we already know. The students are allowed to defend themselves, but they cannot jump into a battle and say "but i just defended myself!" But people need a (hero-)licence to use their quirks against other people, because otherwise people with quirks could just use them willy-nilly and cause damage with them. That's one of the core "flaws" of the society in MHA that Hero Killer Stain antagonized, because a licence can't make a real hero, and even people without any licence or approval by the government can do something heroic with their quirks.
