I've seen this episode a bajillion times, but this was the first time I noticed that when Mickey asks to come along, Rose mouths "No" (or possible "Don't"?) at the Doctor. She was a great companion with Nine, but she and Ten bring out the absolute WORST in each other.

So David Tenant who plays the 10th doctor is a massive fan of doctor who and grew up watching it so for him Sarah Jane was his favorite companion so when he says "My Sarah Jane Smith" thats a nod to when he watched her along side the doctor as a kid and now he's the doctor. It really makes that seen even more emotional when you know that its great. Also to cover the question you had about weather the doctor meets his past or future self it has happened kinda in the past but because the Tardis is Alive and Multi Dimensional it doesn't like to cross into established timeline events of the doctor so it will avoid it and any paradoxes if it can by going to a different time. But Also the Doctor can see events as moments that are Fixed and in Flux, if a moment is fixed he feels and see it so going into his own timeline is hard to do because he will insistingly know and tends to avoid it if he can. Also the doctor has regenerated 6 times since Sarah Jane left the show.
