Rod Reiss was able to lick the titan serum because Kenny cut his mouth. Also he wasn't lying about the Titan power only working if you had Reiss blood. I could be wrong, but the power he was referring to that was passed down along the royal Reiss bloodline was the ability to alter memories. Eren wouldn't be able to use that ability. The Coordinate, the power to control Titans, is something else. Also, anyone who receives the royal Titan power gains incredible knowledge, I think, of all the previous ancestors in the bloodline. That is why whenever a Reiss gained the power, they saw something in the grand scheme of things, that made them decide that humanity is better off living in the walls.

The founding and coordinate power are the same thing actually. The Founder was called a God because he could control both humans and titans.
