Mako was right here, Korra's too personally and emotionally invested as the southern water tribe is her home. Therefore she hasn't got the distance to have a more rational perspective and see Mako's and the President's point. It's a bad idea for Republic City forces to involve themselves in a civil war between the water tribes. This isn't like the fire nation who were going around wiping out the other three nations, and there has been little to no violence between the two sides, so it just appears like an internal civil war between the water tribes. Which isn't Republic City's jurisdiction or authority to act without a proper reason. Thank god this is the last episode where Korra behaves this way because she's so unlikable in the first half of this season with her constant bickering with Mako and how irrational she seems here.
