I think the idea that todoroki is stronger then bakugo because he has two quirks is kind of silly. I remember in naruto they said something like a master with a pebble, will always beat an amateur with a shuriken " the fact that bakugo only has one quirk means he's able to hone and improve that quirk on a level todoroki wouldnt be able to having to always train two, and on top of that his powers are limited by the side of his body hes using. In a sense bakugo is a master of his explosions, while todoroki is skilled with his ice, but sloppy with his fire. And on top of that the explosive nature of bakugos flames allows his to use his quirk for mobility, something we haven't really seen todoroki doing. (Although i do hope eventually hell be able to skate everywhere like frozone from the incredibles)
