I don't think the gun thing is that weird. Guns aren't exactly trivial in either Marvel or DC. Against some heroes/villains they work well, against others they don't. You even have The Punisher whose superpower is basically "uses guns". Superhero stuff in general operates off of the rule of cool. Yeah more people could be using guns and wearing bulletproof vests but would that be as cool?

I also think the thing with the guns has more to do with that hero's quirk; when he fired his bullets were curving and aiming ridiculously

The name of the hero with the guns is Snipe. His quick allows him to control the trajectory of his bullets, that’s why he was so affective in the battle.
