Deckard's probably not a replicant because they're illegal on earth at this time, but it's left ambiguous. The actual people who made the movie disagree on whether or not Deckard is a replicant. I come down on the side of his being human for several reasons, his relative weakness being one. The next movie also makes this clear.

Most of the discussion around this movie focuses on whether Deckard is a replicant. Some talk about how similar replicants are to humans. But I feel like the most interesting question is "How similar are humans to replicants?" We live longer -- 4 score instead of 4 years -- but not that much longer, in the long view. And the memories that shape us so strongly are largely determined by random chance: where we're born, what school we attend, who's around us to become our friends. Is that so different from the way memories are assigned to replicants? If it's all random, how much of "me" is really me? A great film to explore this idea of humans as biological machines is Kubrick's Barry Lyndon (1975), even though it may not seem like it on the surface. It's a great complement to 2001. It's also one of the most visually stunning films of all time (Kubrick had to adapt special NASA lenses to film indoor scenes entirely by candlelight).
